D.C.'s New Hiring Rules Outrage Contractors



When the D.C. Council unanimously passed aggressive new hiring rules for contractors in December, it seemed to cap a lengthy debate about how best to employ more District residents in city-funded work. Instead, with the new rules set to go into effect shortly, the disagreement they spawned is expanding and could end up in court next month.
