The amendment number that California Gov. Gavin Newsom has proposed adding to the U.S. Constitution, which would dramatically roll back gun rights. The proposal would raise the minimum age to buy any gun to 21, would require universal background checks on all gun transfers, enact a “reasonable” waiting period for gun buyers to pick up their weapon and would ban the civilian purchase of “assault weapons.”
