Decrease in the number of vehicles entering Manhattan’s central business district each day since congestion pricing went into effect a year ago, totaling about 27 million for the year and contributing to a 4.5 percent increase in average vehicle speeds in the congestion zone while generating hundreds of millions of dollars for public transportation projects.
