According to the Department of Public Instruction, only 6,710 of the 80,325 new Opportunity Scholarship students attended public schools the previous year, suggesting most were already attending private schools. Forty-two percent of new applications came from families that earned who earned too much to qualify under previous rules. The previous cutoff was $259,750 for a family of four.
