With the city facing a $1 billion shortfall, the council cut back on hiring initiatives pushed by Mayor Karen Bass, approving enough money to hire 240 new police officers — half as many as Bass wanted — and 58 additional fire department employees, substantially fewer than the 227 desired by the mayor.
