About 92,000 people left Affordable Care Act plans, according to Pennie, Pennsylvania's ACA marketplace, which cited “unprecedented cost increases” after enhanced premium tax credits ended Dec. 31, 2025. Without those subsidies, remaining enrollees faced average price increases of about 102 percent, creating what officials called significant affordability challenges.
