Erin Willoughby, director of the Clayton Housing Legal Resource Center Atlanta, regarding the Emergency Rental Assistance Program which has paid out tens of billions of dollars to help reduce eviction rates. However, some housing advocates, like Willoughby, believe that to truly reduce eviction rates more affordable housing must be made available.
