Illinois State Sen. Ricky Hendon, a Democratic candidate for lieutenant governor, who alleged to a newspaper editorial board that party powers were conspiring against Governor Pat Quinn's campaign. Hendon suggested to the board that House Speaker Michael Madigan, chairman of the Democratic Party, didn't try harder to pass an income tax that Senate Democrats had approved to help Quinn balance the budget, in order to prevent a success for Quinn.
