What is Cleveland proposing?

The city of Cleveland proposes expanding its self-help initiative in construction to include procurement and sourcing resources. The city plans to develop a pilot Small Contractor Rotation Program to identify and grow subcontracting opportunities. The project would include a new economic disparity study in 2019 and the completion of state certification.
