Terri Shaw is the director of policy at Social Interest Solutions, a national nonprofit organization dedicated to leveraging technology innovation to improve consumers' access to public and private health and social services. She is responsible for driving the organization's policy agenda to inform and influence federal, state and local policy developments.

A health policy and technology veteran, Shaw has held leading roles in developing and implementing eligibility and enrollment technologies in support of the Affordable Care Act. She served as a usability subject matter expert for the California Healthcare Eligibility, Enrollment and Retention System project and directed the Enroll UX 2014 project, which provided a reference model for federal and state online applications under the ACA.

Previously, Shaw held key roles at the Children's Partnership, the Center for American Progress, the U.S. House Committee on Ways and Means, and the U.S. Department of Health and Human Services, among others. She has also served on multiple advisory bodies, such as the Office of the National Coordinator for Health Information Technology Policy Committee Enrollment Workgroup and the California Health and Human Services Agency eHealth Technical Advisory Committee.

Shaw received an undergraduate degree from Stanford University and a master's degree in public health from the University of California at Berkeley.

States have an opportunity under the health-care law to modernize their eligibility systems to cover a broad range of social services programs.
