Scott Lazenby

Scott Lazenby is the city manager of Lake Oswego, Ore., and an adjunct professor at Portland State University's Hatfield School of Government. He previously served as city manager of Sandy, Ore., management and budget director for Glendale, Ariz., and assistant to the city manager for Vancouver, Wash.

Lazenby has a Ph.D. in public administration and policy from Portland State University, a master's degree in public policy and management from Carnegie-Mellon University, and a bachelor's degree in physics from Reed College.

He is the author of four works of fiction, including the city management novel Playing with Fire, and the nonfiction book The Human Side of Budgeting: Budget Games and How to End them.

We expect to pay for services like phones and electricity and water that are reliable. Shouldn't we treat roads the same way?
