Samantha Harvell is a senior research associate for the Justice Policy Center at the Urban Institute, where she co-leads a team of researchers working to bring research to bear on criminal and juvenile justice policy reform.

Before joining the Urban Institute, Harvell served as a research manager with the Public Safety Performance Project at the Pew Charitable Trusts and worked on education, early childhood and juvenile justice policy issues at First Focus. She holds a Ph.D. in psychology from Georgetown University and a master's degree from the Georgetown Public Policy Institute.
