Quentin Palfrey

Quentin Palfrey is the executive director of J-PAL North America. The organization, which is based at the Massachusetts Institute of Technology, works to improve the effectiveness of social programs through research, policy outreach and capacity-building.

From 2011 to 2013, Palfrey was senior adviser for jobs and competitiveness in the White House Office of Science and Technology Policy. Before moving to the White House, he was deputy general counsel for strategic initiatives at the U.S. Department of Commerce. From 2007 to 2009, he was chief of the Health Care Division in the office of the Massachusetts Attorney General.

Palfrey holds law and bachelor's degrees and from Harvard University and has worked as an attorney in private practice.

Low take-up is a problem at every level of government. As recent research shows, just keeping things simple can help a lot.
There's plenty of bipartisan support for the idea. Implementing it requires some concrete steps.
