John Ryan is principal of InRecap LLC in Washington, D.C., and a Visiting Fellow with the Global Projects Center at Stanford University. His focus is on the evaluation and design of infrastructure P3 capitalization alternatives in the context of public-sector fiscal objectives and constraints.

Prior to InRecap, Ryan was a managing director at Greengate LLC, a project and infrastructure advisory firm. He has also held senior executive positions in the project and structured-finance divisions of Deutsche Bank and WestLB in New York.

Ryan holds a bachelor's degree in philosophy and economics from the University of Oxford and an MBA in finance from the Wharton School at the University of Pennsylvania.
