Jeffrey Westling is a resident fellow in the R Street Institute's Technology and Innovation Policy Program. His research focuses on telecommunications and online-content policy. Before joining R Street, he served as a legal fellow in the Office of Commissioner Brendan Carr at the Federal Communications Commission, working on a variety of issues such as broadband classification and wireless infrastructure. Previously, he worked as a research assistant with the Silicon Flatirons Center, authoring a variety of reports and papers primarily on wireless issues. He earned his bachelor’s degree from the University of Arizona and his law degree from the University of Colorado.

Lawmakers should ensure that cumbersome state and local regulations and review processes don't prevent providers from building out and upgrading the infrastructure that high-speed, reliable connectivity requires.
