James Svara

James Svara is a visiting professor at the University of North Carolina-Chapel Hill School of Government and a member of the American Society for Public Administration's Ethics and Standards Implementation Committee. He is a former faculty member at Arizona State University, North Carolina State University and UNC-Greensboro.

The author of numerous articles and book chapters on public administration, Svara is a fellow of the National Academy of Public Administration and an honorary member of the International City/County Management Association. He received his bachelor's degree in history from the University of Kentucky and his master's degree in international relations and his Ph.D. in political science from Yale University.

A code of ethics should be about more than preventing abuses. It should also promote positive contributions.
