Howard A. Learner is president and executive director of the Environmental Law & Policy Center, the Midwest's leading public interest environmental legal advocacy organization, and is an adjunct professor at the Northwestern University Law School and the University of Michigan Law School. He served as the general counsel for business and professional people for the Public Interest Network and serves as vice-chair of the Cook County, Ill., Forest Preserve Foundation. He also served on the executive committee and board of the Environmental Law Institute and as the vice-chair of the Environmental Protection Agency’s National Advisory Council on Environmental Policy and Technologies. He holds a law degree from Harvard University.

Videoconferencing has served us well during the pandemic, but it shouldn’t become the standalone “new normal” for public hearings after the crisis has passed. There’s a different dynamic when people are physically present.
