Andrew Kleine, who served as Baltimore's budget director from 2008 until 2018, is the president of Andrew Kleine Consulting and author of City on the Line: How Baltimore Transformed Its Budget to Beat the Great Recession and Deliver Outcomes.

For five years before becoming Baltimore's budget director, Kleine was deputy CFO of the Corporation for National and Community Service. Previously, he was a program examiner for the White House Office of Management and Budget. He received the 2016 National Public Service Award from the American Society for Public Administration and the National Academy of Public Administration. He holds a master's degree in public policy from the University of Michigan and a bachelor's degree in political science from Washington University in St. Louis.

Inertia and incrementalism drive the process in most places. Budgeting for outcomes is a powerful way to overcome that.
