Why else would the city of Dallas have partnered with Clear Channel Outdoor advertising to create a series of billboards urging guys to pull up their jeans?

The campaign, which was announced at Dallas city hall this week, is starting with 17 anti-sagging billboards.

The campaign (which has its own Web site) is trying to strike a tone that's "urban" and "hip" and "cool."

I'm not quite sure they succeed. Will kids really be swayed by slogans like, "Don't Be Lame, Elevate Your Game. Pullem' Up!" and "That's Not Hip-Hop, That's Flip Flop"?

And, really, what's the city's problem with this, exactly?  Who's this hurting again?
