Vermont Hires Outside Firm to Fix Health Exchange

The state has hired a health technology firm for $5.69 million.

Vermont has signed a six-month, $5.69 million contract with a Minnesota health technology firm, asking it to provide evaluation, remediation and operations support to Vermont Health Connect, the state's online health insurance marketplace.

 

The state has hired help because many troubles present when Vermont Health Connect launched Oct. 1 have yet to be remedied by the primary contractor — CGI. The state has revised the schedules for CGI to complete a host of tasks and assessed some contract penalties against the firm for failing to meet original deadlines.

Still, last week, the state announced another delay in launching a critical function — one that would allow Vermonters applying for insurance online to make revisions to their applications electronically. The delay in launching this automated change of circumstance function means the changes must be using a time-consuming procedure that has led to a backlog of 10,000 pending requests.

The contract with OptumInsight Inc. of Eden Prairie, MN, took effect Monday, runs through Dec. 31, and calls for the company to do the following:
