Rosemarie Day is the president of Day Health Strategies, a Somerville, Mass.-based consulting firm. Actively involved in health-care reform since 2006, she served as the founding deputy director and chief operating officer of the Massachusetts Health Connector, the nation's first state-run health-insurance exchange. Previously, she served as chief operating officer for the Massachusetts Medicaid program.

Day holds a faculty appointment at Northeastern University's D'Amore-McKim School of Business and has served as a Visiting Fellow at the McCormack Graduate School of Policy Studies at the University of Massachusetts, Boston. She received her master's degree in public policy from the Harvard Kennedy School and her bachelor's degree from Stanford University.

Congress created a crisis by repealing the federal law's individual mandate. States need to act to hold premiums down and keep more people insured.
