Richard E. Mallory, a principal consultant for CPS HR Consulting in Sacramento, Calif., serves as chair of the American Society for Quality Government Division.

A nationally recognized expert on public-sector management, he is the author of Management Strategy: Creating Excellent Organizations and the recently published Quality Standards for Highly Effective Government, as well as the ASQ publication Guidelines for Public Sector Process Certification. He is a seven-time examiner for the national and California Baldrige Quality Awards and also has served as a judge for the California Team Excellence Award.

His recent consulting clients include the California Franchise Tax Board, the California State Water Project and the Santa Clara County Housing Authority.
