Noel Popwell is a policy analyst with the New Jersey state government and an adjunct faculty member at the Rutgers University-Newark School of Public Affairs and Administration.

Popwell was a senior research associate for the National Academy of Public Administration for several years, working on studies for the Bureau of Economic Analysis, the National Institutes of Health and the Department of Defense. He also was part of a study team that produced "Financing Transportation in the 21st Century: An Intergovernmental Perspective," a report that examined the unique challenges of surface transportation financing in the United States and offered policy recommendations.

Popwell currently serves on the board of trustees of the Northeast Conference on Public Administration and has been blogging on transportation funding issues for over six years. He holds a master's degree in public administration from American University and a bachelor's degree in economics from Hunter College.
