Francis Suarez, for example, implemented a technology that detects gunshots in Miami. Melvin Carter helped launch a large-scale system to recycle more than 2 million gallons of rainwater a year in St. Paul, Minn.

They spoke on a panel at Governing’s Summit on Performance and Innovation last month, along with Mayor Jenn Daniels of Gilbert, Ariz., and Jacob Frey of Minneapolis, about their experiences bringing new perspectives and ideas to local government.
