Markell also celebrated the state's economic progress and called on lawmakers to come forward with ideas to help close a $780 million gap between transportation infrastructure funding and what transportation officials say is needed to ensure a healthy transportation system over the next six years.

"Bring me your ideas on how to fund our infrastructure responsibly, and I will work with you to pass and sign legislation to accomplish this important goal," Markell said after holding up a chunk of concrete from the I-95 bridge.

The 46-minute speech was Markell's second-to-last as Delaware's governor and was generally well-received by lawmakers, who hailed his focus on issues such as addiction and public safety in Wilmington.
