1979

The year in which an Oregon state law was passed that requires bill summaries to be written at the reading level of an 8th or 9th grader.

Republican state lawmakers have blocked voting on bills about abortion, gun control and gender-affirming health care this week by staging a walk out and claiming that “every bill,” but more likely two bills that would expand protections for abortions and transgender health care and place more limitations on gun ownership, “specifically don’t qualify” under the 1979 law. It’s unclear if the obscure state law was ever followed or consulted for past bill summaries prior to now.
