Craig S. Maher is a professor in the School of Public Administration at the University of Nebraska, Omaha. He is a co-editor of Public Finance Journal, director of the Nebraska State and Local Finance Lab and a co-author of the 2023 book Understanding Municipal Fiscal Health.

Maher is a fellow with the National Academy of Public Administration and has served on the board of directors for the American Society for Public Administration's Section on Public Performance and Management, on the National League of Cities’ and Urban Institute's Legislating-for-Results Advisory Committee and on the Government Accounting Standards Board’s service efforts and accomplishments task force.

An elected member of the Wauwatosa, Wis., Common Council from 2004 to 2009, Maher was an appointed member of Wisconsin Gov. Jim Doyle's Task Force on Milwaukee County Finances.

If abruptly changing federal policy becomes a recurring feature, state and local governments will need to adjust how they govern, not just how they budget.
