Randal O'Toole


Randal O'Toole is a senior fellow with the Cato Institute working on urban growth, public land and transportation issues. He is the author of the forthcoming book Romance of the Rails: Why the Passenger Trains We Love Are Not the Transportation We Need and several previous books, most recently American Nightmare: How Government Undermines The Dream of Homeownership, published in 2012.

O'Toole, who has spoken on free-market environmental issues in dozens of cities, is also the author of numerous op-eds and articles for national journals and newspapers, as well as Cato Institute papers including "The Coming Transit Apocalypse," published in October 2017. He was educated in forestry at Oregon State University and in economics at the University of Oregon.
