Governing caught up with Dan White, a senior economist for Moody's Analytics, at our Outlook conference at the National Press Club in Washington, D.C., this week. 

Most recessions, he said, are "self-inflicted," and "10 years is a long time for us to go without screwing something up."

So here's his advice for what state and local governments should be doing now to prepare for the inevitable downturn.
