So he couldn't speak at the kickoff of our Managing Technology conference in his fair city. But Rybak is so dedicated to good government management, and such a good friend of Governing, that he made an unscheduled appearance on the final day of the confab -- mere hours after stepping off a plan from a 10-day trip through China!
