In a deal struck with the state's colleges and universities, he agreed to fight for more higher education funding if they agreed to freeze tuition for next year.
"I stood last September with the presidents of our public higher education institutions to announce an agreement that we would once again freeze tuition and strengthen Missouri's position as a national leader," Nixon told a packed ballroom Wednesday at Missouri State University. "And, in about three minutes, when I sign that bill, we will have lived up to that promise."
