Roy D. Buol is the mayor of Dubuque, Iowa. He was elected to his first term in 2005 after serving three terms on the city council. He serves as co-chair of the Mississippi River Cities & Towns Initiative.

Buol is a Dubuque native and a 30-year retired employee of John Deere Dubuque Works. Since 2002, he has been director of the Landscaping & Grounds Department at the University of Dubuque. He holds a bachelor's degree in business and marketing from the University of Dubuque.
