Julia Burrows is the director of the Governing Institute, a think tank and affiliate of Governing working to advance better state and local government. As director, she travels the country to take “Governing on the road” and highlight best practices at conferences, webinars and partner events. Governing Institute initiatives include the Women in Government Leadership Program, work with a cohort of Senior Fellows and former Public Officials of the Year, support for public policy schools and in-depth surveys to share findings on topics including performance management and procurement. Prior to joining Governing, Julia was the president of Greenwise Joint Venture, established by Mayor Kevin Johnson to grow the green economy in the Sacramento region, and served as a special advisor to the mayor. She previously served 22 years with the City of Roseville in various roles including deputy city manager and economic development director. Julia earned a Bachelor of Science degree in Environmental Policy Analysis and Planning from the University of California, Davis.
