Cornelius Chapman is a lawyer in private practice who has written on public policy for Reason Magazine, the Cato Institute and the Pioneer Institute. He also is a frequent contributor to the Boston Herald and is the author of two novels as well as "The Year of the Gerbil," a history of the 1978 Red Sox-Yankees pennant race.
