HHS 2030 is a new national initiative designed to help health and human services leaders deliver better outcomes for the individuals, families, and communities they serve.

Why Now
Health and Human Services (HHS) leaders occupy a uniquely complex and consequential position in state government, responsible for overseeing programs, funding, policy implementation, and service delivery at scale. As they navigate fiscal constraints, workforce challenges, shifting federal priorities, and rising demand for more accessible and coordinated services, their role has never been more critical. HHS 2030 was created to directly address this moment—one that demands both immediate action and long-term transformation.

What Will Be Addressed
HHS 2030 provides leaders with a trusted space to collaborate at the intersection of policy, innovation, and operational outcomes:

  • Workforce culture, capacity, and organizational health
  • System modernization and operational capability across HHS programs
  • The role of technology in enabling data-driven decision-making and service delivery
  • Program integrity, eligibility systems, and reducing payment errors
  • Service delivery innovation across digital and in-person channels
  • Cross-agency collaboration and governance models that improve outcomes

Who It Is For
The initiative is open to senior state HHS leaders from across the country. A limited number of seats are available to private-sector organizations seeking to help shape actionable strategies, inform best practices, and support more effective service delivery nationwide.

What Is Involved
HHS 2030 is an annual leadership program within a broader four-year initiative, with membership structured on a year-to-year basis. In its first year, the program convenes leaders through four virtual sessions and an in-person Summit, creating space for focused collaboration on the most pressing challenges facing HHS agencies today.
