David Beier, managing director of Bay City Capital, is a member of California's Little Hoover Commission, an independent state oversight agency. He served as chief domestic policy advisor to Vice President Al Gore and as counsel to the U.S. House Judiciary Committee, and is a member of the board of directors of the Constitution Project.
Beier served as a senior officer for nearly a decade in each of the two largest biotechnology firms, Genentech and Amgen, and he has been a partner in a large international law firm.
