Reagan Daly is the research director of the City University of New York's Institute for State and Local Governance. Before joining the institute, she served as the assistant commissioner for research and planning at the New York City Department of Probation and was an associate research director at the Vera Institute of Justice.

At the probation department, Daly oversaw the implementation of new risk-needs assessment instruments and designed an evaluation of the agency's neighborhood-based model of probation supervision. At Vera, she oversaw a two-year study of parole violations for the state Division of Parole and an evaluation of New York City's first social impact bond initiative. Daly received her Ph.D. in criminology from the University of Pennsylvania in 2005.
