Holly Swan, an associate in Abt Associates' Division of Health and Environment, is a sociologist and implementation scientist with expertise in justice research and evaluation, particularly around reentry and community supervision. Recently, she directed a National Institute of Justice-funded study by Abt Associates of recidivism and supervision outcomes of community supervision field work.

Swan is currently directing a process and impact evaluation of a program designed to provide education and employment services for adults on community supervision in Washington, D.C., as well as a comprehensive evaluation of a cognitive behavioral therapy curriculum developed for high-risk young men served by a Massachusetts nonprofit. She earned her Ph.D. in sociology from the University of Delaware.
