Emily Mooney is a resident policy fellow on the criminal-justice team at the R Street Institute, a Washington, D.C.-based free-market-focused think tank. She researches and writes on topics including policing, alternatives to arrest and incarceration, reentry, and the juvenile-justice system.

Previously, Mooney conducted policy research and analysis for the National Criminal Justice Association and the Louisiana Commission on Law Enforcement; provided research support for the Prison Fellowship’s juvenile-justice advocacy efforts; and worked for the Heritage Foundation’s policy services and outreach team. She earned her bachelor's degree in foreign affairs and her master's degree in public policy from the University of Virginia.
