Cara Woodson Welch is executive director of the International Public Management Association for Human Resources. Before joining IPMA-HR, she served as general counsel and vice president for WorldatWork, a global association for human resources management professionals and business leaders. Previously, she served as general counsel and vice president of advocacy at the Design-Build Institute of America and as the director of government affairs and legal counsel for the American Society of Landscape Architects.

Welch earned her law degree from the Georgetown University Law Center and her B.A. in international studies and French with a minor in political science from Macalester College. Early in her career, she completed a fellowship with the human resources division of the Social Security Administration.
