Baiyu Chen, who holds two master's degrees from the University of California at Berkeley, is a researcher at the university working on machine learning and artificial intelligence. After receiving his first master's degree, in transportation systems, he shifted his focus to machine learning, artificial intelligence and blockchain, aiming at using the power of modern technology to help build a better infrastructure system.

Chen and Anthony Barrs, an MBA candidate at the university, developed the Hyperlane concept that allows autonomous vehicles to move at high speeds across existing infrastructure networks while distributing demand using a dynamic pricing structure. The Hyperlane concept was awarded first prize in the Infrastructure Vision 2050 Challenge at CONEXPO-CON/AGG in 2017.
