Deputies to Face Charges for Drowning of 2 Patients Transferred During Hurricane

Two South Carolina deputies who drove two women through Hurricane Florence floodwaters on the way to a mental health facility will face charges in their deaths.

Two South Carolina deputies who drove two women through Hurricane Florence floodwaters on the way to a mental health facility will face charges in their deaths.

Horry County correction officers Stephen Flood and Joshua Bishop were fired in October, a month after Wendy Newton, 45, and Nicolette Green, 43, drowned in the back of the transport van.

With the van completely underwater, Flood and Bishop climbed to safety on top of the vehicle to be rescued.

Flood will be charged with two counts of reckless homicide and two counts of involuntary manslaughter, 12th Circuit Solicitor Ed Clements told ABC 15.

Bishop will be charged with two counts of involuntary manslaughter.

Both men are expected to turn themselves in, Clements said.

At the time of the incident, Horry County Sheriff's Office spokeswoman Brooke Holden said that National Guardsmen had allowed the transport van through because it was a law enforcement vehicle, despite the risk of flooding.
