The First -- and Still Only -- African-American Elected to a County Office in Minnesota [Episode 3]

For this episode of "The 23%: Conversations With Women in Government," I talked to Toni Carter, the first -- and still only -- African-American elected to a county office in Minnesota.

As commissioner of Ramsey County since 2005, which is home to the city of St. Paul, she has worked to make almost every aspect of her residents' lives better -- from building a light-rail system to creating more affordable housing. She has also implemented a string of initiatives to keep children out of the criminal justice system -- some of which have elicited pretty impressive results. But I’ll let her get into that.
