Innovation is an important part of leadership, but so is failure.

Gavin Newsom wants to tell you a story about catfish.

Actually, it's a story about why good leaders need to recognize -- and even celebrate -- failure as a vital part of innovative thinking. Even in the public sector, says Newsom, the current lieutenant governor of California and the former mayor of San Francisco, governments need to realize that giving workers the freedom to fail can help spur new ways of problem-solving.

But it's also a story about catfish. And mosquitos.

Newsom told the story at GOVERNING's California Leadership Forum, a conference of more than 400 state and local leaders held last week in Sacramento.
