Blair Milo is used to being underestimated because of her age and gender. She doesn't let it stop her from running a city.

When Blair Milo was elected to serve as mayor of her hometown, she was just 28. But she already had an impressive resume: She had served in the U.S. Navy and worked as a defense consultant in Washington, D.C.

More than 600 miles from La Porte, Ind., she started to grow concerned about the financial situation in her hometown. So Milo did a decidedly old-fashioned thing: She started writing editorials in the local newspaper.

Eventually, Milo's ideas started to catch on, and she was asked to run for mayor in 2011. She won. Four years later, she was re-elected.

On this episode of "The 23%: Conversations With Women in Government," Milo discusses how she deals with people underestimating her because of her age and gender, why serving in the Navy helped her become a leader and how conservative women can get involved in public service.
