Two years ago Democratic voters gave a Republican official what Governing termed "a stinging rebuke" on a reform-minded ballot measure he pushed. If that scenario sounds similar to what California Governor Arnold Schwarzenegger experienced last week, it is worth noting that the official, New York Mayor Michael Bloomberg, breezed to reelection last week.

The lesson is that no matter how bleak the situation looked for him last Tuesday, there is still time for Arnold to regain his political mojo. His new proposal is a massive infrastructure upgrade that could cost $50 billion or more.

The plan could throw the alliances that led to Arnold's ballot measure defeats on their head. Democrats could be sympathetic to the increased investment in public works, while Republicans may balk at the price tag, especially if a tax increase is involved.

As a result, his reelection prospects are a big question mark. But there should be no doubt that if Arnold wins every headline writer in America will play off his famous line: "I'll be back."
