State Government: Transformed or Transfixed

A great column above by John Kamensky and Jonathon Breul of the IBM Center for the Business of Government makes a compelling case that state governments were undertaking major transformations prior to the economic collapse.

Anticipatory, results-oriented, collaborative and transparent -- the sort of government we all want to see.

But has the economic meltdown put a halt to such aspirations? Is it all coming down to tax hikes and budget cuts? Are states now transfixed on the feds, looking for cash?
