Jim Talbot, an emergency preparedness official, admits that it's more likely for him to hit the Mega Millions lottery than for a tsunami to strike Norfolk. Nevertheless, Norfolk is playing it safe. Warning signs soon will be posted along the Chesapeake Bay informing people when they should head inland or climb up to at least the fourth floor of a building.
