New York Governor Strikes Deals on Redistricting, Casinos, Pensions

But this year, after a marathon session of horse-trading and arm-twisting, he reached a complex agreement with lawmakers over pensions, casinos, redistricting and other issues, reflecting the more typical rhythms of how business is done in the capital.
