Why does government use performance measurement to find heroes and culprits, rather than solutions?

Bill and Ken, the Public Great guys, have an all-new podcast up, in which they look at why government gets measurement so wrong so much of the time.

Performance measurement, they say, is good for assessing how well government is achieving its goals. But when measurement and accountability are used to punish or reward employees, they say, that's a huge mistake.

As Ken says in the podcast, "Measurement should be there to start the conversation. It should be there to educate us."
